What Is HRDF ?
HRDF (Human Resource Development Fund) now officially known as HRD Corp — is a Malaysian government agency that manages a mandatory training fund for employees. To encourage employers to retrain and upgrade skills for their workers, enhancing employee productivity and industry competitiveness.
Mandatory levy contributed monthly by registered employers
Reimburses up to 100% of approved training programme costs
SQL Account & Payroll HRMS training are pre-approved courses
Unclaimed levy may be permanently forfeited after 24 months

SECTION 25 · PSMB ACT 2001
"If an employer does not make any claims against the Fund within the period determined by the Board, the employer shall lose eligibility to receive any financial assistance not claimed."
EMPLOYERS' CIRCULAR NO. 7/2019
Levy contributed for two (2) years will be forfeited when:
- No claims were made within Two Years (24 Months).
- After forfeiture, the amount of RM10,000 will remain in the levy balance.

Company A: Forfeiture amount will be based on the amount at 31 Jan 2021 as we want to remain it with RM10,000.00 (RM100,000.00 – RM90,000.00 =RM10,000.00).
Company B: Even though the levy balance exceeds RM10,000.00, part of it has been approved and utilised (e.g. RM5,000 claimed), therefore the remaining balance is not subject to forfeiture.
However, Levy Balance of less than RM10,000.00 will be exempted from forfeiture.

Process Flow for Grant Application
Submit Documents
Training Provider submit all supporting documents to potential client (HRD Corp registered employer).
Apply for Grant
Employer submits the grant application before training commences.
Respond to Queries
Provide all documents and information requested by the grant officer if the application is incomplete.
Approval
Approved within 48 hours upon completed submission.
